Law Enforcement Advanced Data Reporting System

The Law Enforcement Advanced Data Reporting System (LEADRS) was developed in 2003. The system is grant funded through the Texas Department of Transportation (TxDOT) and is 100% free to all agencies.  The system streamlines the DWI report writing process for officers in the field by reducing the amount of redundant data.  Information from the most recent survey of LEADRS users revealed a 60% reduction in reporting time using the system.  Most officers noted that they can complete a DWI case report in approximately 60 minutes or less.

Electronic Signature Blood Search Warrant

Utilizing current LEADRS technology with assistance from the Texas District and County Attorney’s Association (TDCAA) the program implemented its electronic signature blood search warrant feature in 2017. This process allows for officers and judges to securely sign the necessary documents remotely. The blood search warrant time using LEADRS has been reduced to approximately twenty minutes.

How it Works

LEADRS is an online data reporting system that streamlines the DWI report writing for officers.

LEADRS walks an officer step by step through the DWI report writing process utilizing a series of free text boxes, drop menus, and check boxes.  The questions in the system prompt the officer to include more detailed information than what they would traditionally include on their own.  Once this information is completed, LEADRS will auto populate and generate every form associated with a DWI arrest based on the information the officer has already entered into the system.  These forms include:

  • Blood Search Warrant
  • DIC Forms
  • Complaint/Affidavit
  • Booking Forms
  • Lab Forms
  • All Other DWI Related Documents

The system delivers a well detailed report to district and county attorneys.  It also offers electronic signatures for blood search warrants for officers and judges to securely sign documents remotely.
