Meet our Staff

 

Program Manager 

John Wilkerson

John is a LEADRS Specialist for the Texas Municipal Police Association. John began his law enforcement career in 2003 after serving in the US ARMY.  John has since has worked with both municipal and county law enforcement, coming to TMPA as a Sergeant / Investigator.  John holds an Advanced Peace Officer License and is an advanced TCOLE instructor.  John has instructed hundreds of officers around the state in various topics, including; DWI, Sexual Assault, Family Violence, Advanced Child Abuse Investigations, Underage impaired driving enforcement and prevention, and is a certified SFST instructor and certified through Safariland / BAE in LLIMS and through the Federal Signal Corporation.  John holds an Associates Degree in Criminal Justice.  John continues to serve as a Reserve Deputy with the Bell County Sheriff's Office, where he is assigned to their Criminal Interdiction unit.

LEADRS Specialist

Mark Busbee

Mark is a LEADRS Specialist for the Texas Municipal Police Association. He has nearly 35 years of law enforcement experience working with the Victoria Police Department, Balcones Heights Police Department, Boerne Police Department, and the Uvalde Police Department. During his career in law enforcement Mark has been a Field Training Officer, Traffic Officer, Detective, Sergeant, Lieutenant, and Assistant Chief. He holds a Master Peace Officer Certificate and an Advanced Instructor Certificate. Mark has a Master of Science in Strategic Leadership degree from Mountain State University and a Master of Science in Criminal Justice degree from Sul Ross State University. Since 1998, he has instructed courses across the state on a variety of topics including SFST, Ethics and Integrity, Use of Force, First Line Supervisor, Specialty Impact Munitions, Crisis Intervention, and others. He is presently a reserve deputy with the Kendall County Sheriff’s Office.
