Meet our Staff

Program Manager

Bryan Bell

Bryan became Program Manager, overseeing LEADRS program in October 2012.  Bryan joined TMPA as support on the DWI Online Reporting System "LEADRS" in October of 2006. He comes to TMPA from the Brownwood Police Department where he served five years as a patrol officer. Bryan has been a certified police officer since 2001 and still holds his commission as a Reserve for the Brownwood Police Department. Bryan holds a Master Peace Officer certification from TCLEOSE. Bryan also holds a bachelor degree in Business Administration with a specialization in Computer Information Systems from Howard Payne University.

LEADRS Specialist

Shawn Newsom

Shawn is a LEADRS Specialist for the Texas Municipal Police Association. Shawn has over 24 years in Law Enforcement experience to include 14 years as the Captain over Patrol Services for the Williamson County Sheriff’s Office where he supervised over 100 Officers. Shawn is certified as a Master Peace Officer, Master Corrections Officer, Instructor, SFST Instructor, Certified Mental Health Instructor, First Aid and CPR Instructor and is a Texas Certified Paramedic. Shawn has worn many hats in his career to include being the Captain over Criminal Investigations where he supervised all criminal investigations and 30 detectives. In his off time he is the Chief of the Friendship Volunteer Fire Department and is a certified private pilot.

 

LEADRS Specialist

Caleb Williams

Caleb is a LEADRS Specialist for the Texas Municipal Police Association. Caleb has been an officer on the Municipal and State level for the past 10 years and is still currently commissioned by the Covington Police Department. Caleb is a TCLEOSE instructor and has taught for Texas State University, Hill College, The Southern Regional Public Safety Institute, and The Texas Department of Public Safety. He is a certified instructor in Firearms, Defensive Tactics, Patrol Procedures, and Taser. He is federally certified as a Law Enforcement Physical Fitness Coordinator, and holds a trainer certification from CrossFit. Caleb is a Veteran of the US Navy, where he served under the Special Operations Command with Special Boat Team 22. He holds a bachelor’s degree in Organizational Leadership with a specialization in Criminal Justice from Mountain State University.

 

LEADRS Program Assistant

Kearstyn Takemoto

Kearstyn is the LEADRS Program Assistant for the Texas Municipal Police Association. Kearstyn has been with TMPA since 2011 and LEADRS since 2012. She is a recent Austin transplant, having graduated from the University of Washington in 2011 with a Bachelor of Arts in Law, Societies, and Justice (LSJ) and Political Science. Prior to working with LEADRS, Kearstyn was the office assistant at The Casey Law Firm, a shelter victim advocate with Hope Alliance, and a University of Washington writing tutor. She is also currently the Advanced Child Abuse Investigation Training Program Assistant for TMPA.
