Meet our Staff

 

Program Manager 

John Wilkerson

John is the LEADRS Program Manager for the Texas Municipal Police Association. John began his law enforcement career in 2003 after serving in the US ARMY.  John has since has worked with both municipal and county law enforcement, coming to TMPA as a Sergeant / Investigator.  John holds an Advanced Peace Officer License and is an advanced TCOLE instructor.  John has instructed hundreds of officers around the state in various topics, including; DWI, Sexual Assault, Family Violence, Advanced Child Abuse Investigations, Underage impaired driving enforcement and prevention, and is a certified SFST instructor and certified through Safariland / BAE in LLIMS and through the Federal Signal Corporation.  John holds an Associates Degree in Criminal Justice.  John continues to serve as a Part Time Deputy with the Bell County Sheriff's Office, where he is assigned to their Criminal Interdiction unit.

LEADRS Specialist

Kevin Ryan 

Kevin Ryan is a LEADRS Specialist for the Texas Municipal Police Association. Kevin began his law enforcement career in 1977 with the Texas Tech Police Department. Kevin has also worked with the Buffalo Springs Lake Police Department and the Lubbock County Sheriff's Office. Kevin Retired from the Lubbock County Sheriff's Office in 2013. During Kevin's career, he has worked in patrol, communications, administration and detention. Kevin has held the ranks of Corporal, Sergeant and Lieutenant with both the Texas Tech Police Department and the Lubbock County Sheriff's Office. Kevin holds a Master Peace Officer License, and Instructor Certificate and an SFST Instructor Certification, among others. Kevin began instructing in 1990 and has instructed various courses throughout Texas in the areas of underage impaired driving, sexual assault investigations, use of force, SFST, arrest search and seizure, as well as other courses both in and outside Texas.

 

 

LEADRS Specialist

Doug Field 

Doug Field is the LEADRS Specialist assigned to the South and East Texas areas.  He began his career in 1984 with the city of Sunnyvale, California and specialized as a Crime Scene Investigator for over 6 years.  During that time, Doug had occasion to investigate numerous DWI/DUI cases including several manslaughter investigations.  Doug was also certified as an Advance Accident Investigator and Intoxilyzer Operator.  In 1996, he moved his family to Georgetown, TX where he served with the Police Department for 16 years.  During his tenure with Georgetown, Doug was an FTO, Training Sgt., Child Victim and Family Violence Investigator, and defensive tactics instructor.  Doug was a patrol lieutenant when he left Georgetown and was the director over the FTO and defensive tactics programs at that rank.

Doug has a Master’s degree in Criminal Justice, Bachelor’s degree in Public Administration, and is a graduate with Class 61 of the Leadership Command College at LEMIT.  Doug has 2 daughters and a son, all in their 20’s and doing exceptionally well!  In addition to his regular duties as a LEADRS Specialist, Doug is studying to become a Public Safety/First Responder Chaplain.
